The report is meant to serve as a baseline when the European Commission reports the effects of the EU bioenery directive to the European Parliament.

The report includes discussions on the EU biofuels market, the production and consumption of biofuels and international trade, discussions on the biofuel policy framework in the EU and major third countries of supply, the environmental and social sustainability aspects associated with EU biofuels and their feedstock and  macro economic effects that indirectly result from increased EU biofuels consumption, on commodity prices and land use.
